Functions of the Directorate of Municipal Administration
- Powers to create positions in municipal council establishments under Section 76 of the Act of 1965, as well as prescribing qualifications, salaries, allowances, terms of service, and recruitment procedures for these positions.
- Supervising and monitoring the general operations of municipal councils.
- Assisting the government in making policy decisions.
- Acting as the state-level nodal agency for schemes like DJAY-S and the 15th Finance Commission, etc. Additionally, distributing funds for special projects, road development initiatives, pilgrimage site grant schemes, and financial assistance programs for new town councils.
Advisory and Developmental Functions
- To advise government in policy making related to urban local governance and development
- To monitor general working of municipal councils across Maharashtra and ensure compliance with relevant laws and regulations.
- To assist councils in drawing up budgets and plans for developmental activities and infrastructure projects.
- To monitor Elections, Census etc. in municipal councils in coordination with the State Election Commission.
- To act as a nodal agency for various missions and schemes like NULM, SULM, Nagarotthan etc.
- To implement various schemes in municipal councils and distribute funds under various schemes to municipal councils directed by State government.
Functions According to Maharashtra Municipal Council, Municipal Panchayat and Industrial Towns Act, 1965
- Article 75: To manage Municipal Cadre
- Article 76: To approve staffing pattern of officers and servants of the councils
- Article 96: To decide liability of Councilors, officers and servants for loss or damage
- Article 306: To conduct Inspections of councils
- Article 307: To call for returns and reports of Councils
- Article 311: To inquire into various municipal matters
- Article 312: To enforce performance of duties of council
- Additional Powers: To suspend execution of orders and resolution of council on certain grounds and to approve By-Laws prepared by Council
