To empower and guide Urban Local Bodies (ULBs) across Maharashtra to deliver exemplary civic services, foster sustainable urban development, and ensure a high quality of life for all citizens through effective governance and strategic resource management.

Mission

The Directorate of Municipal Administration, Maharashtra, is committed to:

  • Facilitating seamless coordination between the State Government and ULBs to ensure efficient execution of functions, equitable revenue sharing, and timely release of funds for economic development and social justice.
  • Supervising and monitoring the effective implementation of central and state government schemes (such as Smart Cities, AMRUT, etc.), promoting timely completion of audits, and preventing financial leakages within ULBs.
  • Strengthening the financial stability of ULBs by guiding them in optimizing their own revenue generation through various taxes and innovative financial practices.
  • Ensuring inclusive representation within ULBs for weaker sections, including Scheduled Castes, Scheduled Tribes, and women, promoting a truly democratic and representative local governance structure.

Objectives

  1. Enhance Operational Efficiency: To streamline processes and provide clear guidelines to ULBs for their day-to-day activities, ensuring adherence to government policies and procedures for effective civic administration.
  2. Optimize Financial Health: To actively guide and support ULBS in improving their own source revenues (e.g., property tax, water tax, advertisement tax) and managing finances responsibly to achieve self-sufficiency and sustainable growth.
  3. Ensure Accountable Governance: To rigorously monitor the functioning of ULBS
    against key performance indicators, including tax collections, project execution, and scheme implementation, while ensuring timely audits and addressing financial irregularities.
  4. Promote Inclusive Development: To actively champion and ensure adequate representation for marginalized communities and women in ULB decision-making processes and benefit from developmental initiatives.
  5. Facilitate Scheme Implementation: To effectively supervise and monitor the progress and timely completion of various developmental and welfare schemes launched by the Central and State Governments within ULBs.
  6. Strengthen Inter-Departmental Collaboration: To foster strong coordination and interaction with relevant state departments and agencies (e.g., Public Health Engineering, Town Planning, Urban Development Authorities) for seamless delivery of urban civic services..
